This study proposes the comprehensive design of a circular economy-based tourism transportation platform to effectively address the critical decline in local community welfare. This decline is primarily caused by aggressive price wars and the detrimental capital outflow phenomenon driven by multinational global ride-hailing entities operating in Bali. Utilizing an advanced, integrated information system architecture that firmly positions the Local Government as the primary regulator, this innovative web and mobile-based system digitalizes the standardization of both Net and Publish rates. This ensures comprehensive transparency and fairness for both visiting tourists and local business actors. Furthermore, the platform features a cutting-edge automated split payment innovation. This mechanism distributes generated revenue in real-time directly to drivers, local business partners, and the regional treasury via a highly secure, centralized route and transaction management system. Ultimately, the implementation of this system not only guarantees equitable income distribution for the local workforce but also restores regional digital economic sovereignty by establishing a new, automated, and sustainable source of Locally-Generated Revenue (PAD).
